No, I think Jack's point is more one of suitability. His suggestion is that the USB output on the Pi isn't upto the job of supplying a top quality signal to a top quality DAC - no point in feeding a top quality DAC with a less than top quality signal - and that the I2S dacs (and yes, there are several others - IQAudIO, Sabre - see 'https://sites.google.com/site/picoreplayer/home' (here)) are the best balance of input and output quality - very good output, but not wasting effort (and money). Not everyone may agree with Jack's view, but given his background, it certainly deserves respect.
