Quite frankly the hardware requirements for any modern OS are so rediculously high that I doubt we are going any faster production wise than running an IIfx with system 6.08.
While this is true in terms of responsiveness it is not true in terms of production, I can't render video in real time on a IIfx, neither 6.0.8 nor the hardware can handle it, but I can render real time video effects in X on a G4.
It very much depends on the task being done.
Just as Quartz is slower than QuickDraw was, QuickDraw simply can't do a larger percentage of the functionality built into Quartz.
