In general, I suggest to ship an example database with OOo, i.e. with the next minor release after it's ready. So, this would be the primary target release. Besides this, if the thing runs on older versions, this wouldn't hurt. But I would not invest too much effort into this, as usually people upgrade to new micro releases pretty fast.
