These pages are maintained by the native language community and
sometimes may not include all platforms.

and following the link:

Note: Not all languages are represented here, only those that have
OpenOffice.org websites. For example, many of the African localizations
are not listed. A complete list is also available.

and following the link:

English (GB)    44      2057    809     en-GB   english_gb
David Bartlett
seems to be the one to talk to about getting the english_gb included on
the download page.

Then again, looking at the top of that page it states:
"2007-11-01 NOTE: This information may be outdated! You may find a more
recent version  in the wiki."

following that link:
http://wiki.services.openoffice.org/wiki/Languages
shows Dave again.

Another that apparently needs to be updated & only can be found by chance:

http://wiki.services.openoffice.org/wiki/Download_OpenOffice.org_LanguagePacks
[I found that by clicking on the "What links here" in Toolbox on
http://wiki.services.openoffice.org/wiki/Languages.

And of course clicking on the English_GB for Windows link there:
<http://ftp5.gwdg.de/pub/openoffice/extended//2.3.1rc1/OOo_2.3.1rc1_20071113_Win32Intel_langpack_en-GB.exe>
leads to:

because it should be pointing to:
<http://ftp5.gwdg.de/pub/openoffice/extended/2.4.1rc2/OOo_2.4.1rc2_20080529_Win32Intel_langpack_en-GB.exe>

Sigh...
