Then use a template that has a number of styles that one has already
created, in it.

If one consistently uses the same styles, then changing the appearance
is trivial.
Also note that the search/replace function in OOo can replace
paragraph styles.

And the easiest/fastest way to clean up  mess like that, is to save as
plain text, then open the plain text file, and apply the formatting
using styles.

I've reformatted umpteen documents that I have received from other
sources/people. The only "assumption" I had to make, was that the
person who gave me the document, would not notice the reformatting I
did.
