me like you need two page styles, unless I'm missing something.
In your document, you're not even using headers!
My headers.odt is how I want to have the page styles. OpenOffice will
however, put the graphic at a wrong location. I want to know how I can
fix that behaviour, if that's even possible at all.

I copied two graphics from your file: one for the left page and
one for the right page and anchored both in the header of the
respective page.
I modified both page styles in the Organizer tab so that these
two page styles will alternate: right, left, right, etc.
I would recommend you open my file (headers_Dan.odt), open the
Formatting and Styles window (F11 key), select the Page Style icon,
right click Left Page, and select Modify. Look through the tabs to
see what modifications I have made. Do the same for the Right Page
style.
