Hmm, I'd say a mistranslation - in my English version of StarOffice, they are "Orphan Control" and "Widow Control".

Some like it (others not) -
in German UI the corresponding words are

"Schusterjungenregelung"
(Schusterjunge = son of a shoemaker) and

"Hurenkinderregelung"
(Hurenkinder = children of a whore).

These idioms belong to the language of German typesetters;
they were popular in early 20th century and are still in use today
(in typesetting - but not everybody seems to understand it).

It's a figurative comparison between 'lost children' and
'lost paragraphs' ... (a little bit HipHop) ... ;-)
