Then I'm afraid you "discovered" wrongly, I'm afraid. 
Insert | Picture | From File will do this (at least under version 2.3.1 
on XP). What makes you believe there's any restriction?

Open Office is free; no catches, no quibbles, no popups, no functional 
limitations.  It's probably best to obtain it direct from 
openoffice.org if you haven't already done so.
