This would break all many existing web applications. So - it would have to involved a RELEASE of velocity-tools.jar and should probably go into the 1.5 version with big warning labels saying "THIS BREAKS WEBAPPS!!! Webapps will REQUIRE VELOCITY-TOOLS NOW!!!"
