AppleTalk is not supported under Windows XP (as opposed to older Windows versions) according to Microsoft. There are, however, third-party products, one is mentioned in the Microsoft Knowledge Base article 305989, see:

I have no experience with AppleTalk and Windows XP, as I always my OS X PowerBook to "intermediate" between AppleTalk file sharing and Samba (Windows) file sharing. I have however read a test of an AppleTalk product for Windows XP in a German computer mag - the product was _really_ expensive for home users. Don't know, if it was "PC MacLan" as suggested by Microsoft...
