Hello,

The way I did was - Get 2 bolts of the same thread but longer. Start
tightening those two down until you can get the original ones started. Once
your regular bolts are threaded in good, take the long bolts out and replace
them with the remaining original bolts. Then tighten them all down. I also put
a little axel grease on the bushing where it was sticking and not going
together. I don't think this hurts anything.

  Subject: [vintagvw] spring plate bushing..

  Hi guys..

I am planning to replace my spring plate bushing soon and wonder if anybody
  has any tips?

I've read about it and spoken to a few people who done it and I'm reasonably
confident of getting it back together again.

One good tip I had was to get two bolts with the same thread but longer and
cut the heads off, install these in 2 diagonal bolt-holes and slide the
cover on, this ensures the cover sits square while you get 2 of the original
bolts snugged down, after that remove these 2 studs and install the 2
  remaining bolts..

  TIA

  Anil
