Yes, Skype has to be running, which I personally prefer as there are times when I don't want to be available on Skype. I also don't want to give my phone number to everyone.
Also one big advantage Skype has over Viber is that the Windows versions and Mac versions of Skype are accessible, but the Windows and mac versions of Viber are not.
