You do need to be connected to the INTERNET when you first start playing a book that you transferred to your iPhone using iTunes, DropBox and so on. this is for your authorization to be checked. You don't need to be connected to the INTERNET to listen to a book you download straight to your iPhone through the BARD app or that you've already started listening to.
