Here's an odd thought about this situation that was triggered by what you
said regarding other iPhone users who don't experience the battery drain and
who aren't running VoiceOver. I remember some years back, it was said that
BrailleNotes drain the battery faster while using speech and Braille as
opposed to just running only the Braille display. That makes me wonder if
the iPhone's audio amplifier is drawing enough power when running VoiceOver
to exacerbate a battery drain issue. If you turned off sound effects to
suppress those clicks and pops that you hear when you move about the screen,
would you get less battery drain? Like I said, this is just an odd thought,
perhaps not worthy of serious consideration.

I too have had the a battery drain since upgrading to 7.1.
I have turned off after charging then turned back on and it helps but one
day the phone battery completely drained in half a day.
I called apple and they did a battery test and it was good so they wanted me
to completely erase and restore.
This had been done recently for another issue and I told them I would
continue to work with it and do it later if necessary.
Thanks for the earlier suggestion on checking background app refresh and
turning off the drop box and fourswaure and google maps.
I will try that today.
The battery drains much faster now with IOS 7.1
I have bluetooth turned off.
I have noticed a new update always turns it on and I have to go turn it off
again.
Those around me who have IPhones are not having this issue and do not use
voice over.
