Ok, I've had many contributions as github pull requests from people @China before, but let's say the GFW is on a bad mood and you can't access the web pages. So in that exceptional case, it would be OK to send patches to the mailing list. What about that?

2.People make comments in issue of website, other than line comments of
email patches.

Comment in the issue completely misses to which lines the comment is directed to, so, not doable.

3.Sending single patch which fixes bug to email only, otherwise there
will be a long pull request list.
    And creating issue of this bug if it is necessary.

About that, having a long pull request list is fine, the simple pull requests can be reviewed and pushed quickly. So that's a non issue.
