What errors are you receiving?  When was the last time you IPLed
z/VM, where the ATL devices available to VM at that IPL?
If not, try deleting all the RDEVs associated with the ATL devices
and recreating, see if that corrects the errors.

What do you mean by manually loading a tape?  You mean at the ATL
itself or by VM?  RMS is required on the VM system to control the ATL,
IE. mount a tape for a VM user ID.
