Have you tried deleting all the RDEVs and recreating?  It sounds like
CP has not correctly sensed the devices as being part of an ATL.  The
devices need to be online when CP IPLs in order to determine they are
part of an ATL.

As for the manual mount, maybe what they are referring to is something
directly at the ATL.
