Frm the IOCSD point of view the 3494 drives are defined as normal tape
drives. The DFSMS RMS communicates over the channel connection with the
library. I wonder, if the CUADD=F0 is correct, because normally it starts
with CUADD=00. Here is an example of 3590 IOCDS.

The only thing you can reach with correct IOCDS is getting the devices
online and being able to attach the drives to a userid. Mounting tapes from
VM prerequisites a correctly defined DFSMS RMS.
