Says who? I doubt it. In any case, the flow meter was wrong. Whether it was under surveillance or not, it was wrong. The manufacturer's manual says a half-full pipe will give the wrong answer. It warns against it. Peter Gluck says that condition cannot occur, but this manual and other flow meter manuals I have seen warn against it, so I suppose it can occur.
