Electrolysis is not safer. Small electrolysis kits have been developed for home use, for hydrogen powered cars. They tend to explode. So did a showcase hydrogen fueling station developed by a Japanese university. (I don't recall which one.) As far as I know, hydrogen in tanks is cheaper and purer than the hydrogen from a small electrolysis cell. The cost is so low it makes no difference in any case. You only need a little hydrogen. - Jed
