It will be safer as it carries a very small inventory of hydrogen.  A small
high pressure electrolysis unit producing only enough to fill the 50mL
reactor to 20bar means perhaps 0.1grams total inventory - about 12kJ in
case of a fire or explosion - ie about the same as a 50 calibre machine gun
bullet.  This means little to no danger from leaks.  Avoidance of handling
and storing large hydrogen vessels should also be a big cost and safety
improvement - typical high pressure gas tank rental costs amount to $50-100
per year.

It is also not sensible to make judgements about safety and cost of a small
electrolysis unit based on current 1000's per year production numbers when
we are discussing solutions for 100's of millions of units - they will be
dirt cheap and super-reliable at that stage.
