You forgot to translate the "Rossi-speak". 

LTI is a large corporation in Rossi's mind. They have supported him for
almost two decades. He does not distinguish between LTI and Ampenergo. 

As a recognized translator of Rossi-speak, you know this... :-)

                Assuming that AmpEnergo is under this corporate umbrella,
and we know they are - it is likely that they took Rossi's specs, put them
out for bid from a select group of top-tier trusted machine shops, and
received devices built to those specs.
                I am pretty sure he said it was a large corporation that
built the thing from start to finish. That does not sound like Ampernergo.
That's my point. Kind of vague, but there it is.
