This isn't ‘perpetual motion machine’. Its not breaking the law of conversation of energy. If it works, its getting energy from somewhere. For gravity to provide continuous energy, it must usable some asymmetry. Tidal energy depends mostly on the asymmetry of our moon’s gravity which varies continuously due to orbital motion. OK technically the gain comes directly from the rise and fall of sea levels, which is itself caused by the combined effects of the gravitational forces exerted by the Moon and the Sun and the rotation of the Earth. This kind of tidal sea level change would not be available, but the underlying forces would be - to the large machine of RAR in Illinois. Is that what you are implying – that basically it operates off of the moon’s gravity field?
