Creating a foundation ala wiki foundation, mozilla foundation, apache foundation involves considerably more than simply creating a new source archive on github; servers, website, incorporation, graphic design, etc. Even if you crowd source much of the work, there are costs involved at various levels in setting something like that up.
Perhaps folding it in as an apache incubator project (as suggested) is a better idea. Personally I think something along the lines of the google summer of code would be neat; small (but not insignificant) funding to students / research groups to participate and develop / add to the project. Perhaps even directly pass any raised capital to the soc group, with the caveat that those funds are ear marked for wave- related projects for next years summer of code. ~ D.
