Looks like it restarted in "Safe Mode." To get it to restart normally:
1. Restart the computer. 2. As the computer restarts, press and hold down the F8 key until the Windows 98/Me Startup menu appears. 3. In the Startup menu, select Normal mode from the startup menu, and then press Enter.
