Trash the NT O/S. Go to BestBuy and buy RedHat linux 5.1 for under 
US$45.00.  It comes with everything you need. EVERYTHING you need for 
less than US$45.00.  How can anyone argue with that?  And it is 
really quite easy to install.  That is the point of getting RedHat.  
I personally downloaded mSQL and mySQL and installed those -- and 
again, at NO COST other than time to download. I now have a 20-30 
user intranet running on a 486 dx66 with 32 meg of ram on an old 1.2 
hard drive from years ago and a non-descript motherboard.

But if you stick with NT then why not give Apache for NT a try?  I 
heard that IBM supplied some info on improving Apache on windows.  I 
recently downloaded the Apache for NT on my NT box and it was a snap 
to setup and run. The cgi's are operating. I tried the MASSIVE ms 
solution that I received on CD and it was a pain; a big pain. I never 
did get the cgi's to work. The asp pages never worked -- and they 
came with the whole setup.

I would then install perl on your NT. check out active-state (they 
are really active).   You should be able to use perl/dbi and an 
access database. I use perl/dbi for access databases as I find it 
easier and much quicker than firing up Access.
