The entire student body. Not sure about MIS students - I can't get the
data from our student records system, believe it or not (grrr... - it's
being replaced). I suspect about 1/2 our students are female, but that's
at the u/g and masters levels, not Ph.D.
Also, MIS != computer science. MIS is mostly business, with a bit of
technology. It's a smaller field, in terms of number of students, but an
increasingly popular choice. Our programs at Oakland University (in
MICHIGAN, not CAL) have been growing, and others around the country are as
well from people I talk to at conferences, but I don't know how this fits
into 'technology' figures overall.

There is some truth there. Jobs in some fields open up only when someone
retires. MIS is not that way right now, given recent growth, but it may
not last. And, although being a professor can be fun and secure (once you
get tenure), there are other fun things as well.
