If I understand the question, it sounds like you need to create an entirely
new top-level frameset, with design.html as the src in the "content" frame.
Then just use the new frameset as the link under your "design" button.

If the frameset that you layed out in the default.html code has welcome.html
as the src in the "content" frame, then it will always load when
default.html is called for the first time.
