What I was recommending was vi (or mailtools) to manipulate the mailbox on
the server side and using Eudora to download in smaller pieces. However,
there is one thing you could do on the PC side that might be worth a shot:

Eudora MBX files look remarkably like UNIX mailbox format files (with just
a minor From_ header difference). In Eudora, create a new mailbox. This
will create MBX and TOC files, and a pointer in the list of active folders.
Quit Eudora. Delete both MBX and TOC. Download your 28M mailbox. Rename it
the deleted MBX name. Start Eudora.

If you are lucky, it will say that it needs to rebuild the TOC for the
folder. If you are *real* lucky, it won't choke on the non-MBX format file
and you'll have the file loaded. You can then select-all and use the
"Filter Now" option.
