Although a 486 will be a little slow under win95, I suggest you go that route as
opposed to win 3.1 as there is more current software available for it, and internet
and networking options are far easier.  I would suggest adding Netscape 4 to the
list as well as Internet Explorer.  If you want IE 4, I'd suggest you download the
"browser only" version.  That version is working ok for me, but the previous
versions did wierd things to the desktop.

My favorite html editor is ColdFusion Studio which uses HomeSite as it's "editor".
HTMLed is a nice clean editor (not wysiwyg) and I think they have a
freeware/shareware version.  I picked up FrontPage98 because some clients use it
(caution, if you do install it, make sure the default web area is under webshare
and DO NOT install it in your root of C)
