One of the things that you want to make sure that you do is add a step
wherein users are sent a mail message asking them to confirm that they've
signed up. Otherwise, this feature can be abused to conduct
mailbomb-by-proxy attacks.
BTW, most of what you want to do here could easily be done with
a combination of (a) majordomo (b) majorcool and (c) a little HTML glue.
I *strongly* recommend majordomo as a mailing list management tool;
in my opinion, it is the most standards-compliant and the most portable,
and it's open-source freeware.
