Barry,
We set up something like this as an intranet, but with a few tweaks it would do
exactly what you want. Our intranet version is more complex in that the
database holds several different mailing "groups" and when you go to mail a
message you go to the interface, select the groups, pick who you want to be
today <g>, type the message and select send.
It has all the administrative features you'd want like adding and removing
addresses manually if you want, and with the addition of a publicly accessible
"add your name" page, users could add themselves to the list.
Our system does not verify email addresses which is it's only real drawback.
It's written in Cold Fusion and uses an Access database.
Another possibility is just using a slightly modified version of the sample one
that comes with Cold Fusion:
