Well, that's an unnecessarily flip comment.  I would say most children 
between the ages of 11 and 17 have quite a bit of unsupervised (directly) 
time for recreation.  This does not mean the parents are being delinquent, 
only that they are allowing the children to develop independence.   I don't 
think it's reasonable to expect a parent to watch over a 15-year-old's 
shoulder for every minute of Internet time.  Links are not always what they 
seem.  A person can innocently click on a link, thinking it's a G-rated site 
and be presented with pretty raunchy stuff.  If filtering software can 
prevent some of this from happening and allow children to have some 
independent surfing time, I see nothing wrong with it.
