a) It's a PITA.
b) InterNIC keeps changing the process - the only consistent part is that the current 
owner has to send a notorized form to InterNIC to facilitate the transfer.
c) The newest bit is that the "new" owner has to go thru a "new" domain request <!> 
prior to even initiating the transfer. This Makes Sense?

RE the above account -- we have sent the paperwork in not once, but twice. The 
transfer still hasn't "taken." The latest advice we got -- start over. Again.
