Possibly the worst idea I've ever heard proposed by someone in this 
field.  As a client, I would never, ever do business on that basis.  
It would be like going to a mechanic to have him work on your car, 
and him telling you, "Sure, but you have to sign over the ownership 
of the vehicle to me first, so I can be sure you'll pay me."  Simply 
not realistic, ethical or very smart.  I don't think that "extortion" 
would be an especially inappropriate term in this context.

If you do competent, fairly-priced work, your clients will stay with 
you.  If you don't -- and you try to threaten them by withholding use 
of their own domain name when they choose to take their business 
elsewhere -- they will very likely sue you.  As they should.
