Unless the rules have changed, you cannot technically change ownership.
The current owner must give up the domain name and the new owner file
(first) an application for the domain. They are both processed at the same
time but the new owner must pay a new registration fee.
There is another pragmatic point with administrative contact. I once took
3 months to move a domain because the person listed as administrative
contact was no longer with the comany and would not answer e-mail about the
issue. Transfering to another IP requires the approvial of either the
administrative or technical contact. My experience is that technical
contacts with ISPs or IPPs will not touch it with a 10 foot pole for fear
of legal reprocussions.
For practical reasons you cannot change the administrative contact without
that persons approvial. A real catch 22.
As Mike suggested, I always list the client as the owner of the domain but
myself as the administrative contact and someone from the client as billing
contact. I do this in the open and have never had one objection including
severaly convention and visitors bureaus, and a large regional hospital. A
client. for the most part, wants a turn key solutions to their Internet
problem. Especially those without an internal IT staff. Is this not what we
as consultants are being paid to do? Few non-computer professionals want to
be an domain administrator.
