I think the real reason is that the community doesn't feel empowered to take control of those pages, and there is a huge "corporate" fear of messing something up or offending someone if community members themselves are allowed to play with it. This is one of the things that I want to fix ASAP. Myself, I'd make it a wiki, let the OS editorial board figure out a set of editing best practices, and then delegate to the (core?) contributers of all the CG's the job of keeping it up to date.
