2. Not really a meteorological convention, more of a language convention.
In English, it is common for all words to be capitalized in titles. Is it
in French?

3. I don't think these tags are used in a gettext() context. At least, a
grep of all the *.inc and *.tmpl files does not show any. Perhaps you could
show me where?

4,5,6: The translations are *only* used by gettext() and pgettext(). If the
English label does not appear in a gettext() or pgettext(), then the
translation will never be used. It's also important to note that the
English label is used as the lookup key. That's why it's important to get
it exactly right. For example, you have to use "About this station", not
"About this weather station", otherwise gettext() cannot find it.
