Follow-up Comment #2, patch #3083 (project wesnoth):

Now I remember.  The constructor for unit_abilities::effect disallows a
negative multiplier, and I didn't want to change that (as it would mess with
far more than just drain).  So in order to get the effect of a negative
multiplier, I needed to have one tag that was just the multiplier, and another
what was just the constant part.

Changing all of the WML tags to tolerate negative multipliers would be a nice
feature, but way more than I want to tackle anytime soon.
