This is something that I agree with for single player games. There is real incentive for the player to keep some units on the front lines that will level when attacked, because it drives the AI nuts. Removing that option from the game would, IMHO, force better play against the AI, though some scenario rebalancing might need to happen. Personally, I like the way full-heal works in multiplayer games, but if it were changed I think that players would adapt easily and be more careful when leveling. If anything, I could imagine removing full-heal would reduce aggressiveness in multiplayer by adding the need to protect units with xp from damage. I'm not sure that would be a good idea.
