To reiterate, you can get around the UP alert issue by setting the UP Alert
Mode to "Send individual UP alerts for the device and each service that
comes up" instead of "Send UP alert after the device and all services are
up".

With this Up alert mode, the device will first reach its trigger level, send
a down and then when it comes back up send an UP alert.  It will not send
and UP alert for each of the services on the device itself.

The purpose for this design was to have WUG send individual SVCUP alerts
specifying which specific service came up.  Before this all you would get
was a SVCUP alert, and it really did not tell you what service came back up.

Ipswitch has recognized the issue with the errant alerts.  We are in process
of testing a hotfix which will eliminate this problem.

However, in the meantime, here is a work-around to address the issue:

Go under:  Device Properties->Alerts->Edit Alert

Check "Send individual UP alerts for the device and each service that comes
up" should significantly reduce the issue.

On behalf of Ipswitch, I want to apologize for the hardship this patch has
created.  We are working hard to release the hotfix to eliminate this pain.
