Copying Erik and Howie F. on this. I seem to remember the PageTriage extension
coming about as the result of some vote or discussion on the English Wikipedia.
It was a compromise measure. Something similar may work here.

I agree with Nemo that it would be better to focus on the actual issues here
(which edits we want to prevent) instead of focusing on a CAPTCHA (which is a
"solution" that really just adds to the problem).
