Yes, I've noticed these "abandoned" pages in my wanderings. At some point I
came across a template and category for marking pages as stubs. A stub is a
page that is in need of more work to be considered useable as a content
resource. I think this function serves the need.

To mark a page as a stub, just add the code {{stub}} somewhere on the page.
A stub header will be added to the page, and the page will be automatically
categorised into Category:Stub <http://wikieducator.org/Category:Stub>.

There are already quite a number of pages in the stub category.

I agree that these stub pages offer many good content areas which new users
could work on as they develop their skills.

All of that said, at times I find pages that I think should be considered
for deletion. Anyone can mark such a page for consideration. Just add the
code {{delete}} to the page and if you are not the sole author or it's
someone else's work altogether, add a statement directly to the page with
your reasons for suggesting the page for deletion. If the page has multiple
authors, I think we should make an effort to contact each author to get
consensus on the deletion. Marking the page with the delete template will
add the page to Category:Deletion
requested<http://wikieducator.org/Category:Deletion_requested>.
Administrators authorized to delete pages monitor this category and delete
the pages as appropriate.

OK, so these are my suggestions. A next step might be to collect the various
notes about this process into a new help page (at least I don't think
there's one that already exists).
