Hi Asaf,

the idea was floated before, and I guess there are advantages and
disadvantages. The biggest downside imho is that it is too complicated to
explain quickly to new editors.

However, this is typically something that could just be tried out by a
country - and if I recall correctly there were a few countries that were
planning to experiment with it during Wiki Loves Earth this year. Not
exactly the way you mentioned it but in adding a writing component in
general. Maybe good to bring up there?
