Agreed with Lodewijk, sounds too complex to explain. Easier to explain:
counting only images used in some page; or, counting images + edits
adding (anyone's) WLM images to articles. Both give an incentive for
"useful" images and article-editing, the second being less draconian.

WMIT has had several "special prizes" by topic, usually determined by
partners, e.g. Fondation Grand Paradis special prize 2013.
