Basically if you're walking in and totally under supervision at all times you don't need it. However to do just about anything in high schools in WA they generally say you need it (it was simply primary schools until 2007) and it is not expensive to obtain and costs about $30 and takes about 6 weeks. Victoria has the exact same system as WA but it is newer - the deadline there is 30 June 2009. Its website says "If your work or volunteer activities fall within the occupational field of Clubs, Associations or Movements of a sporting or recreational nature then this change affects you." It appears to cost $73.90 unless one is a volunteer. NSW has the "blue card" system as well.
