That's not exactly correct. I have several machines that don't have a
COA sticker attached to the machine but I do have valid licenses. I
also have retail licenses that didn't come with stickers so they
don't have stickers so does that mean those machines aren't legal.
FWIW I know exactly which licenses goes with which machines.
