[Winona Online Democracy]

The Friday Daily News reported on a counter proposal, endorsed by Winona, to
Pawlenty's budget that would substitute a 14 percent cut in something called
the Market Value Credit for the cuts in LGA. This was said to effect the
Twin Cities suburbs equally with the outstate cities since, I assume, the
suburbs benefit from the MVC but not LGA. The counter proposal would result
in Winona's aid reduction being only half as much as the Governor's
proposal. I had never heard of MVCs before, and the article didn't really
explain how it worked.

The Daily News report also mentioned a proposal that seemed to be associated
with the above counter proposal that would eliminate state aid to local
transit systems. I'm under the impression that state aid paid for most of
the cost of purchasing Winona's buses, but I don't know how much of their
operating budget comes from the state. The article implied, but didn't
actually say, that Winona also endorsed the elimination of transit aid. So,
does this portend a reduction in our bus service?

I'm also curious as to whether the street rebuilding project ( most of East
Sanborn Street completed so far) will still enjoy top priority for city
spending. During last year's council election, I asked candidates if the
project should be delayed and money diverted to the general fund if LGA was
reduced. The unaminous response from incumbants was absolutely not.
