[Winona Online Democracy] You are right on, Kathy. No judge will grant huber privileges to anyone who is known to be dangerous. Huber privileges themselves put these people out on the street to work at jobs in order to keep income coming in for their families, to pay for treatment, fines, surcharges etc. They are selected to be out of jail but confined because they are the least dangerous. ----- Original Message ----- From: "Kathy Seifert" <[EMAIL PROTECTED]> To: <[EMAIL PROTECTED]> Sent: Wednesday, June 25, 2003 12:51 Subject: Re: [Winona] County Huber Jail Facility: Where to locate it?
