Should not any downtown spaces be reserved for future retail...specialties
such as antique shops, bookstores,
and other tourist-interest establishments? Once the former Thrifty White is
retrofitted with rooms and bathrooms, etc.,
it would be difficult to swallow the financial investment and return it to
shopping space.  Besides, who would like
to live in that windowless area?
The Winona Downtown Group is making a valiant effort at promoting Winona's
Historical downtown area...
so it would not be wise to undermine their efforts.  Perhaps the County,
which owns the building, could find renters for that space?
Another thought regarding downtown...the former Goodroads building might
become an excellent upscale hotel?
The former ambulance service area may just be the answer to a Huber
facility...and consider the nearby area for
parking...for county employees?
